I'm not familiar with the TNC you mention, but the aprs program expects
hardware flow control on the TNC serial connection so it may be worth
checking whether your TNC is providing that.

I rebuilt aprs without hardware flow control for my installation since I
couldn't easily get the hardware to provide it.
