[drats_users] D-Rats and Email

They are, only H&W or Ham Radio message. I have made a new Google D-Rats
email just to be used for D-Rats. I had it working last year, with this
email. I ended up with a 1000+ messages in my inbox.
Right now I'm testing and trying to get it to work so that when we are on
exercise. We can send out test email. I've got Winlink working but we want
another path to be able to send email if our packet stations down.
