[drats_users] ratflector help needed

I've got one running on XP. it was more annoying to setup than the one on the mac. among other things, I had to turn windows firewall off.  I'm sure eventually I should figure out how to make them run together.  If you post the stuff Dan asked for, I'm sure we can help you figure it out.
