[drats_users] Repeater program behavior

Hmm.  When you stop the repeater do you see a process still running for
it in task manager?  That is, of course, not the designed behavior :)

If so, then a bug would be appreciated.

Correct, that whole tab is cruft now since I moved to the packet-based
processing in the repeater.  I need to go back and do something there
(packet status, connections, heard stations, something like that).  It's
just boring work so I've been lazy :)

You can file a bug for this as well if you want it to get fixed sooner
than later.
