[drats_users] D-Rats / DPRS Interface not working

Well, as I said before, I don't really know much about how to do this
and I think you're going to need to hear from IZ5FSA about it.  Leo, can
you offer some words about how to do this with a recent D-RATS?

Remember (or note) that the instructions are for D-RATS 0.2.x.  You need
to create a network type and put "127.0.0.1" in the host box. Then set
the port to 14550.  Those two things will create the equivalent
connection of the string above.
