[drats_users] Re Outbound Email

I had to drop back to 0.2.11 to get e-mail to work. But, oddly enough, once it was setup and working under 0.2.11, I ran 0.3.0b8 again and V0.3.0b8 was able to send 
mail that had been stored as a form already by V0.2.11. I didn't notice that it received, and but I have it pointed at an e-mail account that doesn't see much traffic.
