 For any form that is not the "email" form, embed the form XML into the
 email and send it out.  A D-RATS instance receiving such a mail into a
 polled account should instantiate a form message from that XML.

 This will allow two isolated D-RATS cells to use winlink as a transport
 for rich form objects.
