Hmm, is the socket just raw data or is there some sort of negotiation
required?

I would be rather hard to diagnose that remotely, not knowing when the
radio is transmitting and so on.  I'm not sure how best to proceed
with that.

If you telnet into the hotspot on the proper port, do you see your GPS
data stream out?
