[drats_users] Forms and File Transfers

In testing today with D-Rats v0.2.5 just released yesterday, all file
transfers went through as long
as they were less than 8 KBytes in size. Looking at Dan's code he limits the
file transfers to 8 Kbytes.
So, along with that it works over simplex. Next testing gateway, then
gateway/reflector. All of us during
Hurricane Gustav were finally using v0.2.4 and the file transfers did not
work at all.

He also cleared up the probably of send text and having a yellow background
when received.

Another item tested was image or picture transfers. They worked as long as
the file was less than 8KB
and you click on ORIGINAL size. It will not work if you RESIZE the picture.
