[drats_users] Forms and File Transfers

It was 0.2.5 that we used. I am going to try one more thing and that is to
delete the entire folder and start over from scratch. Maybe it is an issue
between installing over a previous version.

Were you using 0.2.4?  If you were, grab 0.2.5 (there was a transfer bug
in 0.2.4).  If not, make sure debugging is enabled on both sides, start
D-RATS and reproduce the issue, and then send me the debug.log file.
