[chirp_users] Chirp Legacy EOL

Chirp legacy was based on python 2.7 and that has disappeared and was
replaced by python 3.X quite some time ago.
Chirp-next is based on python 3.X so the 2 are not interchangeable.

Since no OSes currently distribute python 2.7 you can see that Chirp-legacy
is truly EOL.  No development or bug fixes means it is truly isolated.
If chirp-legacy still works for you then great, but the goal should be to
use the version that is truly tracking software changes and actively being
maintained and improved.
