[chirp_users] Chirp will not install

You clarified it has nothing to do with the type of processor and has to do
with the OS. I've proved that chirp next should at least finish the install
on a 32 bit os but when attempting to run gives a pc error.
So this would make it seem like a pc admin issue.
But I agree, we need his answer before it even matters.
