Hi Deb,
If you open device manager, and plug in your cable, and open up ports com and lpt and then unplug your cable, you will see it disappear, and you can plug it back in to note the com port number.

This bit might not be obvious; if your operating system recognizes the cable as a serial COM port device, that's all you need on the OS side. After that, it's a matter of telling CHIRP what radio and what COM port to use.
