[chirp_users] FT-60R can't upload to radio

Interesting...I just tried FT-60 Commander, and at first the radio also did
not respond. Then I tried its "Alternate Write Mode" and it worked! I don't
know what this mode is doing, as I can't find the source code for Commander
online anywhere. I'm guessing it's doing something with either flow control
or the DSR/DTR lines, but I don't know for sure.
