[Jim Unroe <rock.unroe at gmail.com>] [UV-25X2] Repeater STE delay (rptdl) setting incorrect

This patch corrects the "rpdl" setting range for the radios supported by the
"btech.py" driver module.

BTECH UV-25X2, UV25X4, UV-50X2, QYT KT8900D, KT7900D and similar variants.
