[chirp_users] Baofeng error “radio not responding “

Thanks guys!  I deleted the Chirp app, rebooted, and reinstalled the app.
I now have the dialog box and will attempt to program a few things.

You guys are great!  Thank you for your help!  I was getting pretty
frustrated.
