What I find interesting is the one direction from the radio works flawlessly and te other direction (to the radio) fails after it is theoretically 3/4 done. Usually drivers fail in more definitive ways but clearly others are able to use Chirp bi-directionally with the VX-5R. By the way, for what it is worth, I have no trouble with upload and download to a Btech UV-5R. Of course that it is a different cable.
