[chirp_users] Lat + Long => WW Locator

UTM was invented by the military and has been adopted by ground search teams
worldwide, based on the ability to go to a 1M square.  Air and Sea SAR still
use LAT LONG due to the larger scale operations and areas.  I specifically
am in the states.
