[chirp_users] Error importing to VV-898

That's the thing... I don't. I've been through the CSV and 63 is only mentioned twice.. One is in a channel name, and the other is a channel number.

Read the error message. You have a channel with the CTCSS tone to 63.0 Hz. It is not valid for the VV-898 driver. Change the tone to one of the listed valid tones, remove the tone or remove the channel.
