[chirp_users] Baofeng UV-5R won't program

If you have a programming cable, you must have the proper driver. Windows 10 loads the newest driver which needs to be backdated. 

As Jim mentioned, go to http://www.miklor.com/COM/UV_Drivers.php 
and read the section explaining how to resolve the yellow triangle.
