[chirp_users] Radio did not respond error

I had this cable and never did get it to work. I through it away and bought
to Wouxun cable. It can be used for the same radios and always works the
first time everyone. I have recommended the Wouxun cable to others as
well.  It beats playing around with unreliable prolific or other cables.
