[chirp_users] UV 5R use on Public Service VHF

With the Sheriff's Auxiliary we use the Wouxun KG-UV6Ds for this purpose.
For volunteers only authorized on Public Service, we preprogram and lock to
meet Part 90 requirements. For those who are also HAM, we can unlock the
VFO: they are our technical specialists who are responsible for field
programming as needed, so, by my read, there is no licensing conflict. If
the volunteer is also GMRS-licensed, we also give give them the image with
GMRS-transmit enabled. All radios we issue have all area channels
programmed for receive, and that includes the NIFOG public service channels
(e.g. VTAC, MTAC, etc) which all responders may use for multi-agency
response.

As far as how-to in CHIRP, we set up separate configurations for each
purpose: NIFOG, regional interoperability, mutual aid, local LE, HAM
calling channels, area HAM duplex/simplex, GMRS, MURS, NORA and
receive-only versions of each of them. We then combine them into a small
number of Wouxun images for the different licensing combinations. We can
then use the same files to image (say) a HAM-only Yaesu with PS monitoring.
Dividing into separate (version-controlled) files makes it easier to update
images when one set of channels changes. I actually have an article I wrote
on this with instructions. I can send a link when I am back to the desktop.
Many of the CSV images can be shared. A few are LE sensitive and we don't
distribute (people could find out the channels anyway, but we just don't
want to make it easier and it makes the lawyers happy.)
