[chirp_users] Prolific chip an USB3

No, it tells me to use port 3.  I also tried several others just to see
what would happen.  I tried changing the bit rate and always got negative
results.  One of these days I'll try loading the factory program for the
Wouxun, if it works it might prove a point of some kind.  Other than that I
can always use the Vista machine, it uses port 6 and always works FB.
