[chirp_users] Offsets change when downloading to CHIRP

Dear Tom,

Thanks for your reply.

The offsets ARE actually different.

I would like to new issue, but I am having trouble registering/signing in
to CHIRP.  For some reason it sends me over to "redmine".  I will play
around with the site and see if I can log in.
