[chirp_users] Special Mode?

I want to be able to program in frequencies that aren't in the normal 
HAM range. My intent is to monitor those frequencies -- I'm not 
planning on transmitting. I realize this isn't a good choice but 
better than carrying multiple radios. I can program these frequencies 
by hand but the software tries to "protect me from myself".
