[chirp_devel] Disable RTS?

OK, I looked for this in the help and FAQ, but did not find it. That 
surprised me, because I thought it would be a prior issue.

A few years ago, I found a Radio Shack cable that worked with Icom 
radios in CI-V mode.  Only problem is, it requires DTR on and RTS *off* 
(and works that way with Ham Radio Deluxe).  Is there a way to configure 
RTS to stay off, when communicating with certain RS-23s ports?
