Don,

Lat/Lon Coordinates for D-Rats are input in 'decimal' degrees.   For 
example, my coordinates for D-Rats
are  Lat: 42.211251   and Lon: -88.108460    for my location in the 
chicago area.

You can find an online converter from 
deg/min/sec  at  http://transition.fcc.gov/mb/audio/bickel/DDDMMSS-decimal.html
