[drats_users] gpsd not locked (forever)

gpsd eternally not locked according to d-rats.
gpsd working Ok with other programs like xastir.


Setup:
Ubuntu 12.04 (lubuntu 32bit)
D-Rats 0.3.3
gpsd running on standard ports 2947
  version: {"class":"VERSION","release":"3.4","rev":"3.4","proto_major":3,"proto_minor":6}
external gps address in d-rats set to net:127.0.0.1:2947 4800 baud

it will just never lock up and accept gpsd as a valid source.
If I kill gpsd and point d-rats directly to the gps all is well.

What gives? I need to share the gps between xastir, ntpd, and d-rats.
