Port 110 is standard POP3. Port 587 is "email submission". Whether
your computer or your mail server is being referenced depends on the
context.

Because the permission names are from the point of view of dealing
with email gatewaying from RF users. Thus, a message "incoming" from
an RF user is going out via email. A message coming in via email is
"outgoing" to RF. D-RATS was not intended to be an email client, and
thus when you send directly from it to an email address, you're in the
middle of what is normally a gateway.

Something like "W3FDK;foo at bar.com" says "send this to W3FDK, and when
it arrives there, have that station send it to foo at bar.com".
