I thought d-rats was in the Ubuntu 10 repositories now. If not, you can 
get them from Steve's Launchpad hampackages page:
https://launchpad.net/~sconklin/+archive/hampackages

You can also use what's in the Karmic repo if you download and install 
the .deb file manually:
http://d-rats.com/apt/dists/intrepid/release/binary-i386/d-rats_0.3.2-1_i386.deb 
(release version)
http://d-rats.com/apt/dists/intrepid/beta/binary-i386/d-rats_0.3.3b5-1_i386.deb 
(latest beta)
