It's still at: http://d-rats.com/apt
Instructions at:
http://www.d-rats.com/component/content/article/31-d-rats-apt-repository/It 
shows how to setup for the release versions.

If you want the betas, also add the source:
deb http://d-rats.com/apt karmic beta
in addition to the one shown on website.

The d-rats.com apt repo is only good for version 9.x. Which UBUNTU 
version are you running?

If you're running 10.x, you may need to download the .deb file and 
install it locally:
http://d-rats.com/apt/dists/intrepid/release/binary-i386/d-rats_0.3.2-1_i386.deb 
(release version)
http://d-rats.com/apt/dists/intrepid/beta/binary-i386/d-rats_0.3.3b5-1_i386.deb 
(latest beta)
