Hi George,
You've probably covered all this already, so bear with me, please:
On the D-RATS side:
You added a new port of type serial under Preferences->Radio, correct?

Which serial port? 

Are you sure serial port you are using is the one connected to the
radio?

On the "Event Log" tab, you should see "port name (of your new radio
port) connecting..." followed by "port name connected" or "...failed" -
what does it say?

When attempting to transmit via the serial port, be sure you select it
(by the name you called it) in the pull-down menu to the left of the
"send" line.

Also, check the file .debug/debug.log for error messages relative to the
serial port.

On the radio side:
Make sure GPS is turned OFF

Set Auto Data TX to ON unless you want to press PTT each time you want
to transmit D-RATS data.
