[drats_users] D-Rats Slow Data is Garbled - Packet doesn't decode

This is usually caused by the user setting the wrong baud rate for their
radio. On the 2820, this is 9600 and on the 92AD it is 38400. Make
sure that you have each end configured correctly. The baud rate must
match the radio itself (not that of the other station you're talking to).
