[drats_users] ratflector help needed

In the ratflector? That will attempt to establish an outbound
connection to your external IP address which (a) is unnecessary and
could create a loop and (b) usually won't work with any sort of
firewall. If you're not connecting it to a radio, you don't need any
paths setup in the ratflector.
You did hit the "on" button, right?

Sounds like a Windows (, McAfee, Norton, etc) firewall on your system.
In the unlikely case that it's a port conflict, try port 9001 or
something like that.
