[drats_users] [D-RATS] #10: D-RATS 0.3A8 wont load

I just attached the config file to the ticket, sorry I didn't send it
initially. A little further info:
0.3a4 will load but 0.3a7 or 8 will not. Yes I did open the map window the
first time and clicked on the menu to check the load static overylay and I
couldn't find that option. Also I opened add a river and got stumped. I
tried to add a buoy and it locked up. That was the end of story.
