[drats_users] D-RATS Issue Tracking

Hi all,

I have set up an issue tracker for D-RATS bugs, features, etc.  I'd like
to operate this in a pilot fashion until we decide if it works well for
us or not.

For now, I'd like to limit this to just 0.3.x bugs and issues.  I may
merge the source trees for 0.2.x and 0.3.x in the future in such a way
that will make this work for both.  However, since 0.3 is breaking new
ground in other ways, lets keep the issue tracker to just 0.3 stuff
right now.

Lets not overload it or me just yet, so don't go throwing everything you
can possibly think of that's missing from D-RATS into it.  If you have
issues, but a few in there to test it.

I've got some guidelines on the submission page.  Please read and honor
those, especially the "check to see if the issue is already filed" one... :)

This will give us a place to post debug logs as well so that people
don't have to email me privately (which usually leads to off-list
discussion).  The issue tracker has a way to attach files, which should
work well for debug logs.

So, give it a spin and help me start to enumerate remaining issues in 0.3.
