Comment:

 After talking with Leo, it became clear that this is a slightly different
 problem.  When sending a chat message through the UI, you want the
 outgoing message to appear on the currently visible tab so that it looks
 like a conversation.  However, when the plugin sends a chat message, that
 might not make as much sense.  Not sure how best to resolve the issue yet,
 but wanted to document it here.
