[drats_users] Program will not start

Since you can't start D-RATS, please grab the debug.log file located in
the same directory.  Please get both of these right after failing to
start 0.3.1b3 and email them to me.

*After* you do that, you can try deleting your configuration file to see
if that allows D-RATS to start normally (that will be another piece of
information that will help me determine the problem).
