[drats_users] Setup D-rats and DV-dongle

I doubt this will be much help but I got the same message when I first set
up D-RATS but when I shut it down and restarted the message didn't come back
and looks like its working OK now.  I'm running the latest DVTOOLS under
Windows XP Home Premium.

I'm not sure what the problem might be if you're running the latest beta
of DVTool.  Since DVTool 2.x doesn't yet run on Linux, I can't easily
help diagnose this.

Perhaps one of the other folks here who have it working can comment?  A
firewall issue, perhaps?
