[drats_users] D-RATS 0.3.0b2

Hi Dan,
I'm in L'Aquila town to help earthquake people with our national
emergency radio amateur group.
I think I can work on D-RATS translation and test at the end of the month.
Tonight IW2OAZ and friends will turn on the IQ6PE__B (440) repeater
for D-STAR operation.
