[drats_users] Program startup problem

I have two laptops (one Vista and one XP Pro).   On the Vista machine everything works as expected however on the XP machine drats will not start.

When I try to start the program I get an hour-glass for a second or two and then nothing at all.   This has been a problem for a few weeks now and is consistent across multiple versions that I have downloaded.  The following is a copy of the most log file after the most recent attempt.
