Just a "security" thing.  Users don't have permission to use the  
serial ports in RH systems by default, but the "dialout" group does,  
and adding a user to the group gives them permission.

(It's all based off of Unix being designed for lots of users on the  
system at the same time, not something seen often anymore, since the  
days of having a shell account on someone else's machine are virtually  
gone.)
