[drats_users] RSS feed now not working in CentOS 5

It's a global flag to tell things like internet-based QSTs, the map
engine, mail account polling, etc that we're not connected to the
internet, so don't attempt to connect.  I don't think all the RSS, WU,
etc feeds honor the flag yet, but the mapping does, which is important.
