[chirp_users] Can CHIRP program a QYT 980 plus?

I researched that unit a little. Seems its actual power output is
vastly lower than claimed. But will will blast out 58 watts on illegal
NOAA freqs. Oooops.

I told my friend thanks but no thank you.
