At one time, the A, B, C, and D tones were used by the Autovon network for
prioritization of calls. ref: Silver Boxes

I don't have any experience with Automatic Call Distributor systems so I can't
verify this, but those four extra tones were also used back in the day for managing
multi-party calls. Thinking about the structure of those systems, though, it seems
plausible.

being used to handle autopatches and repeater management.
