[chirp_users] Flatpak

I found this in my history. Not sure why this wouldn't be set up by
default, but in case it isn't, I'm tossing it here for reference.
sudo flatpak remote-add --if-not-exists flathub
https://flathub.org/repo/flathub.flatpakrepo
