It was not in a proper format for CHIRP or invalid for TH9800. Some of
the problems are...

1 The rToneFreq field is empty. Even when it is unused, it must have a
value. The default is 88.5.
2 The TStep field requires a floating value. It must have a decimal
point. Typically it is padded out to 2 decimal places.
3 Memory rows had frequencies that are out-of-band (the radio doesn't
support broadcast FM frequencies in memory channels).
4 Rows after 188 are all invalid.
