[chirp_users] File Saving on MacOS

Here's an easy way to fix that:

Open System Preferences
Open Security & Privacy
Click the lock in the bottom left and unlock the panel
Select "Full Disk Access" in the list on the left hand side
>From it's location (Applications or ~/Applications) drag and drop CHIRP
into the list of applications on the right side. CHIRP should not be
running at the time.
Make sure the box next to CHIRP is selected
Launch CHIRP

You should be fine now.
