[chirp_users] UV-82 bricked?

The rather unhelpful term 'codeplug' originates from an EPROM based
hardware key which AMTRAK train drivers inserted into a Motorola radio in
the cab. This term pre-dates digital radios by decades.
It is the source of much confusion, and I much prefer the term
'configuration file' which is much more descriptive and far less
obfuscating.
