[chirp_users] Baofeng error “radio not responding “

Paul, Sometimes you have to select a different Baofeng radio and it'll 
work. Are you first trying to "Download" from the radio? That has to be 
the first thing you do because Chirp needs to know how to handle the 
radio you have connected.
